Resolved - Pulse login services are fully restored.

Identified - We have narrowed the login issues to a service interruption with Okta, which is used for authentication into Pulse. We are following up with them closely to insure this service is restored as soon as possible. If a user is trying to login, they may see intermittent errors. Subsequent re-tries can allow access.
If users are already logged in, this will not affect them. This issue does not affect Pulse data.
